3.1Data description The data on unemployed population is obtained from the Labour Force Survey conducted on the basis of International Labour Organisation methodology. Number of unemployed and the unemployment rate are published on a regular basis and international comparisons are made.

7.1Confidentiality - policy  According to the Law of the Republic of Azerbaijan on “Official Statistics'' (article 15) the submission of primary data is prohibited. Access to micro-data is regulated by the “Rules for providing micro-data to users for research purposes” approved by the Chairman of the Committee on 13.06.2011. There are instructions on "How to work with personal data, how to protect their confidentiality?” approved by the order of the State Statistics Committee No. 7 / 02s dated February 19, 2014 Protection of confidentiality of primary (personal) data is reflected in the policy document of the State Statistics Committee of the Republic of Azerbaijan in the field of protection of confidential statistical data.
7.2 Confidentiality - data treatment Distribution of official statistics that reflect or disclose confidential information among users is not permitted. The allowed to be disclosed final (generalized) data must cover the data of at least three statistical units and the share of any of these statistical units in such conclusions should not exceed 85%.

11Quality management 
11.1Quality assurance  The State Statistics Committee implements the quality management system in accordance with the international standard ISO 9001, in 2013 the State Statistics Committee conducted an external audit of the quality management system and in August of the same year the international standard ISO 9001: 2008 in the field of "Production and dissemination of official statistics" certificate of conformity was obtained. After the change in the international standard in 2015, all documents of the quality management system were redesigned in accordance with the requirements of the international standard ISO 9001: 2015. On March 9-10, 2017, the State Statistics Committee conducted an external audit of the quality management system for compliance with the requirements of the international standard ISO 9001: 2015 (certification audit) and obtained a certificate of compliance with the international standard ISO 9001: 2015 in the field of "Production and dissemination of official statistics" In order to standardize the production of statistical products since 2012, "General model of statistical business process" is applied. At least once a year, seminars on GIS are organized for employees of structural units of the Office and local statistical agencies. In 2010 and 2017, the European Statistical Office (Eurostat), the United Nations Economic Commission for Europe (UNECE) and the European Free Trade Association (AATA) conducted a Global Assessment of the National Statistical System of the Republic of Azerbaijan. In addition, in 2018, a sector review of the Labour Force Survey was conducted by international experts recruited by Eurostat. The statistical system’s improvement work in accordance with the recommendations of experts is underway.
11.2Quality assessment Internal audits are carried out in all departments on the basis of the "Audit Program" approved annually. Audit teams are formed to conduct audits and an individual audit plan is approved for each department. The audit team conducts inspections in accordance with the audit plan. Internal monitoring of quality aspects in the system of the State Statistics Committee is carried out in a centralized manner by the authorized structural unit (Quality Management and Metadata) and a comprehensive analysis of the results of audits is prepared and submitted to management annually. The members of the audit team (auditors) are instructed before each audit by the auditor general, as well as through seminars organized at least once a year. The activity of the State Statistics Committee is “Quality management systems. Requirements ”meets the requirements of the international standard ISO 9001: 2015. The weakest points are the increase in the workload due to the incomplete transition to electronic documentation and the parallel paperwork, and the slow adaptation of staff to the requirements of the new standards.
12.1User needs  The indicator of unemployed population is of interest of international and managerial bodies, mass media, science specialists, wide public representatives.
12.2User satisfaction According to plan of actions with users the Department carries out seminar annually on May; attendees of the seminar are representatives of several ministries and committees, as well as representatives of ILO, IMF, WD, mass media and other stakeholders. According to the "Results of the online survey on the provision of users with statistical information" conducted on 25.11.2019, 78.7% of respondents said they fully believe, 10.2% partially believe, 11.1% do not believe in the results of labour statistics.

13Accuracy and reliability 
13.1Overall accuracy The draft sample statistical survey covers all regions of the country (urban, rural). The sampling plan is based on a 1 percent ratio of the number of households in the regions. Representativeness is ensured in all regions of the country. Sampling is a two-step, random process using the SPSS software package. The efficiency (design effect) of the project is calculated on the basis ofsampling (in the first stage according to the number of households, in the second stage according to the size of the family). Quantitative and qualitative indicators are evaluated.
13.2Sampling error  The statistical characteristics of the general sample on the sampling basis (average quantity, standard deviation, variance, coefficient of variation, standard error of the sample mean, stability coefficient, etc.) are calculated. As the census stations are compiled on the basis of the population census data, homogeneity is ensured according to the number of households. For this reason, there is no grouping by counting stations. In the second stage of selection, the size of households is taken as the basis for sampling. Statistical characteristics are calculated according to the size of households. As the sampling process is conducted within the district for urban and rural areas, homogeneity is ensured according to the size of households.
13.3Non-sampling error  Non-sampling error is conducted according to "Rules on classification and elimination of errors occured in report data" approved by decree of the SSC of Azerbaijan dated from 30 October 2013, № 9/3.
14Timeliness and punctuality  
14.1Timeliness Timeliness is regularly discussed with users. Timeliness of survey is an agreement (compromise) between the needs of users and the possible production time.
14.2Punctuality  The calculation and distribution of the indicator is carried out in accordance with the "Statistical Work Program". There are no delays in the broadcasting schedule and program.
15Coherence and comparability 
15.1Comparability - geographical  It is calculated for the country as a whole, as well as for economic and administrative regions (cities).
15.2Comparability - over time  Time series are continuously provided; interruptions are not considered.
15.3Coherence - cross domain  Since there is no any indicator alternative to indicator of unemployed population in the practice.
15.4Coherence - internal  There could be differences between primary and verified data.
16Cost and burden  Collection of information from respondents online is one of the most important steps for improving efficiency Also, in the official statistical reports, constant work is being done to reduce the burden on respondents: for example, data for indicators that can be calculated based on different indicators are not collected. In addition, regular assessments are made to determine the indicators that are in urgency and needless. There is a "Concept for reducing statistical burden on respondents", approved by the Order No 16/07 of the State Statistical Committee of the Republic of Azerbaijan dated April 30, 2014.

18Statistical processing 
18.1Source data  Preliminary data are generated through a survey of selected household members aged 15 and over on the basis of a quarterly labour force survey. The examination is carried out on the basis of two stages. The first step is to identify the counting points involved in the selection. These polling stations are selected at random within each district. The polling stations involved are updated every year. The sample size for the survey is 1 percent of the total number of households in the country as of January 1 of each year. This sample size is distributed proportionally to the cities and villages of the country's economic and administrative regions, and a selection plan is drawn up. Based on this plan, the sample number is calculated in proportion to the polling stations, and according to the determined number, households are selected in a simple random way separately for each city and village within each district. A district list of households involved in the sampling is being compiled. The list includes the area code, name, counting station number, name, surname and address of the head of the household. The rotation method is applied from the second quarter of each year. Thus, 25 percent of the sample volume is replaced with new ones every quarter.
18.2Frequency of data collection  Data are collected quarterly.
18.3Data collection  Data are collected directly from respondents through face-to-face interviews and paper questionnaires. Once a year, seminars are held on how to conduct examinations at the regional level.
18.4Data validation  Data collected by local statistics bodies are checked at the micro and macro levels, in accordance with the sampling plan, the level of response of households and respondents to the survey, the appointment of households or respondents who refused the survey, and households not available at the listed address are specified. At the same time, the respondents who partially answer the questions provided in the questionnaire are identified. Discrepancies identified by comparing previous survey data and current statistics are eliminated.
18.5Data compilation 1068/5000 If discrepancies are found during the online database monitoring, local statistical agencies, including enumerators, will be notified and appropriate adjustments will be made before the end of the reporting period. Discrepancies identified during data quality control are also corrected at the macro level, descriptive statistics of individual indicators are calculated at the level of administrative districts, including urban and rural settlements. In this case, the average of important quantitative indicators, the median value, the error of the average, the standard deviation, the coefficient of variation, the coefficient of stability, etc. mathematical-statistical characteristics are determined. Indicators with large variations are studied separately for editing. Conditional recovery (imputation) of data released during control is carried out by appropriate methods. During the adjustment and restoration of gaps (missed indicators), the average quantity, the nearest neighbor, the regression model, etc. methods are used. Non-responding households are taken into account in the recalculation of weights.
