3Statistical presentation  
3.1Data description The number of unemployed people in the economy is divided by reasons for their dismissal, education, sex, age and other reasons. According to the International Labor Organization (ILO) methodology, quarterly data on unemployment is provided and international comparability is maintained. The unemployment rate and the unemployment rate are published on a regular basis.

Unemployed are persons who are not able to work (income-earning) during the period under review, ready for employment and seeking a job within a certain period of time, defined by national legislation.

11Quality management 
11.1Quality assurance  Application of quality management system is envisaged to be launched. Orderly implementation of statistical products and processes and improvement of the quality based on Generic Statistical Business Process Model (GSBPM).
11.2Quality assessment Processes on quality management are being executed. National basic principles of quality assurance in the system of official statistics of the Republic of Azerbaijan (2013); All possible ways are used for parallel improvement of all quality components during statistical data processing. In such cases individual approach is applied on each statistical product and selection is made according to importance of relevancy, accuracy, timeliness, correspondence and comparativeness components that are essential for product quality.
12.1User needs  The indicator an economically unemployed population is of interest of international and managerial bodies, mass media, science specialists, wide public representatives. The indicator is mainly used for study and analysis of situation on unemployment, job security and etc.
12.2User satisfaction According to plan of actions with users the Department carries out seminar annualy on June; attendees of the seminar are representatives of several ministries and committees, as well as representatives of ILO, IMF, WD, mass media and other stakeholders.

13Accuracy and reliability 
13.1Overall accuracy Such estimation is not being conducted. In order to increase accuracy level of data training workshops are carried out for relevant specialists of local statistical bodies, the methodologies are continuously being improved. At the same time primary data submitted by statistical units are logically checked.
13.2Sampling error  Sampling error of primary data collected on sampled population is being calculated.
13.3Non-sampling error  Non-sampling error is conducted according to "Rules on classification and elimination of errors occured in report data" approved by decree of the SSC of Azerbaijan dated from 15 January 2013, № 4/t.
14Timeliness and punctuality  
14.1Timeliness Calculation and dissemination of indicators is carried out according to "Statistical works program". There is no delay cases from the date defined in release calendar and program.

15.1Comparability - geographical  Comparison of unemployed population indicator by several geographical areas is possible at any level. Comparison of indicator by geographical areas makes no problem.

18Statistical processing 
18.1Source data  The initial data is generated by surveying members of households aged 15 and above who have not opted for quarterly labor inspection. The examination is based on two steps. The first step is to identify counters in the selection. These stations are randomly selected within each district. Polling stations are updated every year. The sample size is 1 per cent of the total number of households in the country as of January 1 of each year. The scope of the selection is divided in proportion to the cities and villages of the country's economic and administrative districts, and a qualifying plan is drawn up. Based on this plan, the eligibility criteria are counted and the households are selected in a simple random manner separately for each city within the boundaries of each district. The district list of households involved in the selection is drawn up. The list shows the name of the land, the name of the county, the name of the head of the household, the address, the address. Rotation method is applied starting from the 2nd quarter of each year. Thus, 25% of each quarter selection is replaced by new ones.
