Improvement of social security of the population is one of the main directions of the carried out policy in the country. The activities implemented in this direction include principle of addressing, improvement of provision with pensions and benefits of poor families, families without bread-winner, and families of martyr. Considerable measures are realized in the field of social security of the specified groups of population that are in need of special care (disabled, old-age persons, and children). As in all branches of economy of the country, reforms are carried out with respect to provision with pensions, where regular increasing of labor pensions is component part of implemented reforms. The Decree of the President of the Republic of Azerbaijan on "State Program on development of insurance-pension system in the Republic of Azerbaijan during 2009-2015" is directed to improvement of pension provision and defines next steps of reforms in the system of insurance-pension. According to Laws of the Republic of Azerbaijan on "Labor pensions" and "Social benefits", in 2007 there were made changes in types and structure of pensions and social pensions replaced by social benefits. Social benefits are allocated by government in order to improve welfare and strengthen social security of poor families. Since 1 July 2006, poor families are provided with state addressed aid according to adopted law of the Republic of Azerbaijan on "Addressed aid".
