One of the main trends of the social policy realized in Republic of Azerbaijan during last years is the formation of the country population's employment policy and advantageous use of labor force.
In 2011, the number of economically active population being increased for 255,9 thousand persons made 4626,1 thousand persons compared to 2000, of which 4375,2 thousand persons are engaged in the fields of economic activity, 250,9 thousand persons are unemployed.
The realization of reforms in economy, especially privatization of enterprises and organizations in the state property were the reasons of significant changes in distribution of employment by state and non-state sectors. So, in 2000 if the share of persons employed in the state sector made 33,2% of total number of persons engaged in economy, that in 2011 this indicator was decreased up to 26,1% and the number of persons employed in non-state sector was increased for 1,2 times during this period.
Reforms implemented in the country caused by changing of fundamental quality in the country economy, dynamic economical development has been provided. Main goal is consist to provide balance of the economical development from regional point of view, to increase social welfare and life level of the population in the regions, economy of the country especially carrying out of activities systematical and connectedly directed to the development of dynamic development of non-oil sector. The purpose of providing employment of the population are created a new job places, enterprises, infrastructure objects and etc.
One of the main aspects of employment and unemployment problems solution of population in the country is connected with realization of strategy of foreign investments' involvement in the country economy. In connection with that definition of role of foreign capital directed to Azerbaijan economy is one of the important duties in solution of employment and unemployment problems of the country population. In 2011, the number of persons employed in joint enterprises and enterprises with foreign investment functioning in the country being increased approximately for 2,0 times reached from 35,1 thousand persons to 69,0 thousand compared to 2000.
In 2011, 2273,2 thousand persons or 52,0% of the total number of employed population in economy were engaged in production fields (agriculture, fishing, industry and construction) and number of persons employed in the field of service was 2102,0 thousand persons and that made 48,0% of employed population.
1387,5 thousand persons or 31,7% from total number of employed population in economy in 2011 was the share of hired workers. Majority of employees was aggregated in large and medium enterprises.
Number of persons received official unemployment status from employment service authorities by the country made 38,3 thousand for the beginning of January 2012. During last years the share of woman among unemployed persons being decreased made 43,0% in 2011 relatively to 55,9% in 2000.
At present one of important issues of the government is the strengthening of population social protection. Main purpose of the government concerning to social protection is to increase living standards of the country population based on stimulation of population labor and agriculture activity. During last 12 years (2000-2011) average monthly nominal wage of employees being increased for 8,2 times made 364,2 manat and in comparison with 2010 increasing made - 9,9%.
The amount of minimum wage was defined 93,5 manat since 1st December 2011 based on corresponding Decree of the President of the Republic of Azerbaijan.
