Methodological explanations Number of pre-school educational institution is institution for upbringing of children under school age. These institutions include crèches (for children aged under 3 years), crèches-kindergartens (for pre-school age children) and kindergartens (for children aged 3 years and over) which function not less than 10 months a year. Number of children attending pre-school educational institutions includes number of children under school age enrolled in pre-school educational institutions as of the end of the year as well as children studying in these institutions on the basis of the 1st class educational program. Provision of children by pre-school educational institutions is defined as the ratio of the number of children attending pre-school educational institutions to the number of children aged 1-5 years old. General educational institutions (gymnasiums, lyceums) are institutions which provide with general training and cultural and physical development as well as esthetic education of children and youth. General educational institutions refer to primary, secondary and completed secondary institutions and schools for children with physical and mental defects. Primary vocational educational institutions - are primary vocational educational institutions aimed to meet demands in masters of different profiles and also renovation of forgotten and disappearing rare, traditional directions in handicraft. Persons with incomplete secondary education, willing to get knowledge in different spheres of handicraft or change own profession is enrolled to primary vocational educational institutions. Secondary specialized educational institutions (colleges) provide with specialists as secondary education. They include industrial, construction, transport, agricultural, economic, pedagogical, musical, general cultural and educational, colleges and technical schools as well as medical and choreographic schools. Training of specialists in these institutions is carried out both for working and not working persons. Secondary specialized educational institutions are classified by mode of training (daytime, evening, by correspondence) as well as by industrial grouping of educational units. Secondary specialized educational institutions can be state or private units. Hidher educational institutions include academies, universities, institutions. Higher educational institutions prepare high level specialists and scientific-pedagogical staff taking into account requirements of society and labor market and this training includes “bachelor”, “magistracy” and “doctorate” level. Number of non-state higher and secondary educational institutions includes technical institutions and higher institutions with state license. Number of students attending educational institutions refers to the number of students attending general educational institutions, secondary specialized and primary vocational educational institutions as well as institutions of higher education; the students are registered as of the beginning of the school year. Foreign citizens educated in Azerbaijan Republic were not included to the total number of students educated in secondary and high schools. Admission to educational institutions refers to the number of persons admitting to educational institutions in the given school year. This category does not include the persons who for some reasons had to repeat the training course as well as the number of persons who previously dropped out and then returned. Number of persons graduating educational institutions - refers to the number of persons who completed training course in educational institutions and received a profession. Graduates of full completed secondary general institutions (gymnasiums, lyceums) receive a certificate which enables them to enter institutions of high education as well as primary vocational educational institutions and similar secondary specialized educational institutions with reduced duration of training. Persons graduated from secondary specialized educational institutions receive diploma and qualification in accordance with specialization. PhD program being of a high level of the higher education provides training of the scientific and pedagogical staff, as well as improvement of skill qualifications and scientific degree of them. PhD program is carried out by higher educational institutions and scientific organizations and finalized by appointment of corresponding scientific degree. Scientific degrees are presented according to legislations based on application of the dissertation board that are functioned in higher educational institutions and research organizations.
