About the Statistical Committee
DECREE OF THE PRESIDENT OF THE
REPUBLIC OF AZERBAIJAN
ON

"Confirmation of the State Program on Improvement of the Official Statistics
in the Republic of Azerbaijan in 2008-2012"

In order to provide the development of the national indicator system reflecting dynamic socio-economic development and changes occured in all fields of the society of the Republic of Azerbaijan, bringing this system to level of international standards, obtaining of the new statistical data describing close integration of the country economy to world economy, I hereby decide in the following:
  1. To confirm "The State Program on Improvement of Official Statistics of the Republic of Azerbaijan in 2008-2012" (attached).
  2. The State Statistical Committee of the Republic of Azerbaijan will be in charge of management of implementation and coordination of the activities with corresponding organizations on execution of the State Program.
  3. State Statistical Committe of the Republic of Azerbaijan will report to the President of the Republic of Azerbaijan and to the Cabinet of Ministers of the Republic of Azerbaijan about the course of the implementation of the State Program approved by paragraph 1 of this Decree once in a year
  4. The Ministry of Finance of the Republic of Azerbaijan will be charged to provide allocation of necessary funds, when drafting the state budget for forthcoming years, for the implementation of the actions envisaged in the State Program that is approved by paragraph 1 of the present Decree.
  5. Issues arising from the present Decree will be solved by the Cabinet of Ministers of the Republic of Azerbaijan.
  6. The present Decree enters into force since the day of its signing.

The State Program on Improvement of the Official Statistics in the Republic of Azerbaijan in 2008-2012"

"The State Program on Improvement of the Official Statistics in the Republic of Azerbaijan in 2008-2012" (herein after will be indicated as State Program) is a continuation of the economic reforms carried out during last years in the country. The aim of the activities, considering in the framework of the state program is improvement of the data ware on social-economic development of the Republic of Azerbaijan, bringing of the national indicators system reflecting reforms conducted in the country, to international standards as well as obtaining of the new statistical data describing integration of the country economy to world economy.
The quality changes in development of the statistical sysitem will be achieved by technological modernization of this field, using new ICT and new methods of management and increasing its efficiency.
The general aim of the State Program is execution of the followings:
  • accessibility of the statistical information and transparency of the indicators' formation methodology for all users;
  • widely using of the international statistical standards and classifications on definition of the indicators of national statistical system and its formation methodology;
  • using in the statistical practice modern scientific achivements;
  • reduction of the respondents' burden;
  • updating of the methodological basis for rapid calculation of indicators characterizing social-economic development of the country and activity of the central executive authorities;
  • improvement of the statistical data collection, storage and dissemination applying of the modern ICT;
  • integration of data resources of the state authorities;
  • increasing of quality of the official statistical data;
  • improvement of the methods of primary statistical data' confidentiality received from respondents and etc.

Execution of these tasks will give an opportunity to update statistical methodology, obtain precise and detailed official statistical information, on social, economic, demographic and ecological situation of the Republic of Azerbaijan, which meets international statistical standards, and integrate data resources of the central executive authorities as well as develop interagency data exchange.
Implementation of the considered activities will be resulted with creation of the united statistical data system of the state authorities based on integration of all statistical data resources at national level.
At present application of the modern ICT is necessary for implementation of the statistical activities at the international standards level. In connection with that carrying out of the complex activities on modernization of the system on collection, processing, storage and disssemination of data using internet and ICT is considered.
mplementation of the program will give opportunity to identify requirements of statistical data users', organize interrelation between respondents and users, storage of data resources, especially provision of database protection.
The measures indicaited in the program are classified in 10 sections.
Section I-III covers real, foreign and social sectors by integration of the new and traditional trends of statistics.
Development of indicated trends of the statistics will be realized by changes of current economic situation as well as foreign and internal policy of the Republic of Azerbaijan, exploring of the tendency and factors of social-economic development, improvement of macroeconomic indicators and database. This will allow to work out long-term, intermediate and short-term projects and forecasts for social-economic development of the country and increasing of the efficiency of decisions of the government regarding to social-economic policy.
There will be paid special attention to streingthening of the data flow on development of business statistics in the framework of improvement of statistical observations, indicators and its methodology and increasing of statistical data quality with the purpose of formation of SNA indicators in the branch of the real sector statistics. Conducting of the regular surveys and decreasing of the owners' information burden is considered with the purpose of creation of the integrated statistical observations system based on different observation methods depending on economic subject type', improvement of the statistical observation of small entrepreneurship subjects, correspondence of the statistical data with IMF requirements on SDDS, creation of the structural statistics of enterprises as well as provision of the country authorities, entrepreneurs, scientists, and society with detailed information on business environment.
Energy statistics' reform will be carried out for improvement of the structure of the national energy balance and compilation methodology, creation of the energy sources statistics and obtaining of the necessary data in order to study processes in energy sector of the country, make proper decisions and adopt short-term and long-term strategy in this field, define perspectives and priorities, as well as work out and fulfil state policy directed to management of national energy resources.
Taking into account international practice the observation of perennial plants and orchards, working out and using of the methodology for accounting of cattle and poultry, growing of plants, studying of the factors influenced on selection of agricultural producers and social-economic development of the rural areas is planned regarding to agriculture statistics.
Creation of the statistical observation system describing construction activity considers obtaining of the objective information about construction processes. This will give opprtunity to receive information from the beginning to the end of the construction, state of the construction, quality of the constructed dwellings, as well as technical character of the construction.
Organization of the monitoring for obtaining information on mortgage as well as crediting private residental construction and etc. is considered with the purpose of improvement of the statistical data ware in the housing-communal services sector.
Realization of such activities as unification and systematization of the statistical data on transport-road complex, state of its infrastructure and development, as well as creation of e-database, conducting of road census of the country, improvement of the trucks statistics', including private owners is planned.
Taking into account that studying of ICT using level is one of the priorities of the official statistics, it is planned creation of statistical database on information-oriented society and working out of its methodology, access to international network as well as working out and organization of the e-trade statistics.
The indicators system describing complex develoment of the tourism, as well as methodology on organization of the sample surveys in the tourism sector according to recommendations of the World Trade and Tourism Organizations will be prepared and conducting of the statistical surveys in different fields of tourism will be organized.
Working out of the new indicators on working hours, correspondence of the activities of the labor statistics according to ILO, carrying out of the statistical researches on conditions of the working hours of the employed population as well as involving of persons with limited health in economic labor activity is considered.
Recreation of the accounting of the finance statistics according to the level of the international standards, compilation of the financial account reflecting distribution of the financial assets and liabilities of the SNA between economic sectors, as well as statistical studying of the activities of holdings, financial-industrial groups, transnational corporations will be realized.
For the purpose of provision of the execution of activities based on Decree of the President of the Republic of Azerbaijan on "strengthening of the anti-inflation activities in the Republic of Azerbaijan" dated 31 May 2005, ¹ 242, conducting of the statistical surveys for exposure of factors influencing on price increase in the trade network, creation of the methodology on price and tariff record controlled by government, improvement of the methodology on price record is taking into account.
The main tasks of the foreign sector statistics is improvement of the statistical data ware for compilation of the balance of payment and definition of the foreign debt, as well as e-data system of the foreign trade statistics. For this purposes preparation of indicators on foreign investments, including working out of methodology of foreign debt statistics not created state obligation, provision of all users with free access to foreign trade e-data, improvement of the methodology on definition of the volume (value) of imported and exported goods for which submission of custom-freight declaration by natural entities is not required, will be taking into account.
Different activities such as studying of the migration processes, improvement of education statistics, its database and material and technical basis, provision of educational institutions with pedagogical staff, material procurement of medical institutions and conducting of the statistical researches concerning to the provided services in these institutions, creation of the e-network for collection data on healthcare sitatistics, organization of the statistical surveys on investment for protection of environment and rational use of natural resources, working out of the statistical indicators system reflecting physical training and sport in the country as well as other activities in the field of the social statistics will be implemented.
Section IV consentrates on development of the economical and statistical classification system in the data system of the official statistics. So, improvement of the national classifications, as well as methods of using of national classifications in the country economy, correspondence of national classifications with international economic classifications is considered. Classification on investment, intermediate and consumer goods, expenditures for protection of the environment, administrative territories, employment, types of economic activities, goods and industrial goods will be worked out and new version will be prepared.
Section V directed to reduction of respondent's information burden to minimum based on using modern statistical observation methods. Wide using of the sample surveys will provide reduction of respondent's information burden, expenditures and time for carrying out statistical activities. Using of the sample method based on probability principles will give opportunity to make results on population and carry out statistical control on accurasy of results. Number of such surveys in the country will increase and use in all sectors of the economy in future.
Widening of the administrative data use by the state authorities is directed to the reduction of the respondent's information burden. The issues relating with working out of the programs and other visual aids for presentation of e-report forms by different economic subjects as well as changing of hard copies of the report forms presented by the enterprises and organizations (excluding small entrepreneurship subjects) into e-form will be solved.
Section VI covers information on activities prepared by the state authorities regarding to the integration and the harmonization of the statistical data resources. At present there is necessity of organization of the uniform system of the statistical data provision with the purpose of timely obtaining of the statistical data as well as increasing of the data quality based on solving of the issues on integration of all statistical data resources at the state level.
Section VII reflects renovation of the system of collection, processing, storage and dissemination of the statistical information in the official statistical bodies using modern ICT. This will create basis on formation of micro-database. Application of the internet technologies will enlarge prompt access to statistical data, as well as increase the number of users and quality of the service. At the same time, provision of the specialists with modern hardware and software, creation of the new technological structure of data processing at the state statistical bodies, as well as e-library at the SSC is planned. As basis of the data resources makes collection, storage and dissemination of the statistical data by data network it is necessary to pay special attention to raising of the level of skills of specialists and technical staff .
Section VIII is directed to the development of the interrelation with statistical information users'. Application of the modern tecohnologies gives opportunity to increase promptness of delivery of the official statistics data to users. Evaluation of the level of information demand and creation new system for distribution of the statistical information by the state statistical bodies will possible in the process of data exchange.
Section IX reflects development of the international relations. Development of the international relations in the field of statistics according to neighbourhood program with EU, realization of the joint activities in the framework of concluded international agreements, participation in the international seminars and conferences is considered in the program.
Section X is directed to improvement of the working conditions of local statistical bodies, construction or restoration of the administrative buildings in some regions,
Financing of the State Statistical Committee will be realized by means of the allocated state budget of the State Program and other financial sources in the framework of the legislation. These financial means will be used for improvement of the statistical methodologies, development of the new trends, purchasing computer techniques, new ICT and other equipments, software.
